Bilateral Scientific and Technological Cooperation between Romania and Turkey
for the years 2013 - 2014
Call for proposals
The Call is open between March 1st and April 30th, 2012.
In the framework of their bilateral S&T Executive Programme for the
years 2013-2014, The National Authority for Scientific Research of
Romania (ANCS), and The Scientific and Technological Research Council
of Turkey (TÜBİTAK) invite Universities, Research Centers and
Institutes, as well as private and public enterprises, to submit joint
proposals for S&T projects.
Deadline for submission: April 30th, 2012
Priority Research Areas
The agreed research areas included in the present call for proposals are:
- advanced materials
- Black Sea environmental issues
- energy
- agriculture, food safety & biotechnology
- health and life science
- earth science and earthquake engineering
- informatics
- metrology
Evaluation criteria
A) The proposals should be clear in scope and based upon mutual
interests of the co-operating teams.
B) The scientific quality and experience of the team and the
involvement of young researchers into the project activities.
C) The innovative character, originality and the comprehensive
description of the proposal.
D) The deliverables of the project.
E) In case a certain number of proposals receive the same ranking
preference, priority will be given to the proposals submitted by a
private enterprise or in which participation of a private enterprise
is involved.
An internal evaluation procedure will be followed in each country
after the date of June 1st, 2012.
The final selection of the proposals will be made by the Joint
Committee, which will take into consideration the evaluation of both
sides.
Only the projects both sides acceptet will be jointly financed.
Eligible costs
1. Funds provided by Romanian side
A) for Romanian scientists visiting Turkey:
- Medical insurance and international travel costs to the location
where joint work will be carried out.
B) for Turkish scientists visiting Romania:
- Daily allowance of 60 RON/day, and separately accommodation.
- Internal travel costs necessary for the implementation of the joint work.
C) The above amounts shall be entirely paid to the Turkish scientists
at their arrival in Romania by the host institution. ANCS will
reimburse the host institution according to its internal rules in
force.
2. Funds provided by Turkish side
A) for Turkish scientists visiting Romania:
- Medical insurance and international travel costs to the
location where joint work will be carried out.
B) for Romanian scientists visiting Turkey:
- Daily allowance of 20 Є/day, and separately accommodation.
- Internal travel costs necessary for the implementation of the joint work
C) The above amounts shall be entirely paid to the Romanian
scientists at their arrival in Turkey by the host institution.
According to the internal rules in force, besides the financial
support towards the exchange of project scientists mentioned above,
the Parties may provide additional research funds to their respective
project teams.
The execution period of a joint research activities shall not exceed
two years (between january 2013 and december 2014), and the total
number of visiting days in one direction shall not be more than 60
days/year, for each project.
Guidelines for the submission of proposals
Proposals should be submitted in parallel using the relevant
application forms distributed by ANCS and TUBITAK. Submission of
proposals by fax or e-mail is not allowed.
The Romanian scientists should submit two (2) hard copies and 1 CD in
Windows Word format (not PDF) of their proposals to ANCS,

their proposals to TUBITAK,
